The California Earthquake Authority (CEA) is a publicly managed risk pool funded by premiums, insurance carrier contributions and reinsurance. CEA is restricted to only selling coverage to residential homes, apartment renters, condominium/townhomes, home renters, and mobile/manufactured homes.
